About Thai Media Fund (TMF)

Thai Media Fund (TMF) is a government agency established under the Safe and Creative Media Development Fund Act of 2015. Its primary mission is to promote and support the development of safe and creative media, as well as to foster media literacy among the public -- particularly children, youth, and families -- enabling them to use media creatively and safely.

Prior to adopting Saeree ERP, TMF relied on MS Dynamics AX as its core financial and accounting system, alongside an in-house e-Budget application for budget management and disbursement processes. However, as the organization's operations expanded, these legacy systems increasingly fell short of meeting the specific requirements of a government agency.

A custom API was developed to connect data from the Grant Management (PM) system, storing grant contract information and supporting automatic installment-based grant disbursements. The integration also supports uploading legacy grant contracts into the ERP. 2. Approval Request and Routing System

All approval requests and report approvals follow predefined routing paths within the system. Acting officer delegation ensures that approval processes continue uninterrupted even when authorized approvers are unavailable. The system supports purchase request approvals, disbursement approvals, and various report approvals.

3. Comprehensive Financial Management

  • Advance Loan / Remittance System -- Supports petty cash advance processes and fund remittance in compliance with government agency regulations.
  • Cash Receipt / Disbursement System -- Manages all incoming and outgoing funds with real-time payment status tracking.
  • KTB Corporate Disbursement -- Integrates with Krungthai Bank's KTB Corporate platform for electronic fund disbursements.

4. Inventory and Fixed Asset Management

  • Goods Inspection -- Records goods receipt inspections and service acceptance with supporting documentation.
  • Material Issuance -- Manages office supplies and consumable material issuance with real-time balance tracking.
  • Fixed Asset Management -- Asset registry, transfers, disposals, and automatic depreciation calculation.

5. Automated Accounting System

The Saeree ERP accounting module developed for TMF supports automatic journal entry generation from all transactions, produces daily journals, accounting reports, and financial statements in compliance with government accounting standards. This enables accurate and rapid period-end closing and financial reporting.

As a government agency handling sensitive data, TMF required stringent security measures. Saeree ERP was deployed on cloud servers with comprehensive security controls:

  • Compliance with Thailand's Government ICT Security Standard (TGISS 1-2014) -- The national information security standard for government agencies.
  • SSL Test Grade A+ -- The highest possible grade, demonstrating robust data encryption in transit.
