NSM adopted Saeree ERP as its core organizational management system, developing it continuously across 3 phases from 2019 to 2025. The implementation covers budgeting, inventory, finance and accounting, HR, and annual budget planning — a prime example of phased ERP development done right.
About NSM (National Science Museum, Thailand)
The National Science Museum (NSM) is a public organization under the Ministry of Higher Education, Science, Research and Innovation (MHESI). It operates the National Science Museum in Pathum Thani Province, one of Thailand's most important science learning centers.
With over 300 staff members and a wide range of missions, NSM needed an information system capable of handling large volumes of data and covering every dimension of organizational management.
Phase 1 — Budget, Inventory, Finance & Accounting (2019-2020)
The first phase laid the foundation for the entire ERP system by implementing a full-featured Saeree ERP & CRM solution. The system was deployed as a cloud-based platform capable of handling large data volumes, covering the following core modules:
- Procurement, Sales, Inventory, Accounts Payable, Accounts Receivable, Finance, Accounting, Materials & Assets, and Budgeting
- Budget Management — supporting both direct disbursement and disbursement through the GFMIS system
- Ticket Revenue Remittance and revenue collection system
- Loan Receivables / Remittance, financial receipts and payments, and accounting system
- Inventory Management — goods inspection, stock requisition and issuance, asset management, and asset depreciation calculation
- Accounting System — automatic journal entry posting, journal reports, financial statements, and accounting reports
- Integration with KTB Corporate for payment disbursement
The system supports over 300 users and NSM has issued an official reference letter for this phase.
Phase 2 — Human Resource Management (2021-2022)
Phase 2 built upon the finance and accounting foundation by adding a Human Resource Management (HR) system custom-designed for NSM's unique operational requirements:
Personnel Records
- Stores personal history, position history, work history, and educational background
- Training and study visit records, certificates/awards, and disciplinary records
- Family registry (parents, spouse, children) for welfare benefits processing
Work Schedule Management
- Each employee receives 2 regular days off per week with 8-hour work days
- Supervisors can view subordinates' work schedules
- Supports 7-day/week operations since the museum is open to the public every day
- Day-off assignments and swaps require approval
- Leave management — the system automatically sets leave conditions and entitlements
Overtime Approval System
- Supports overtime calculation based on both fixed rates and salary-based rates
Payroll System
- Payroll processing, tax calculation, and remittance to banks, the Revenue Department, and provident funds
Welfare Benefits
- Supports welfare claims and eligibility verification
Performance Evaluation
- Ranking confirmation and KPI certification
- 360-degree competency assessment
NSM issued 2 official reference letters for Phase 2.
Phase 3 — Annual Budget Request System (2024-2025)
The latest phase focused on developing a budget request system to consolidate budget proposals from various departments and submit them to the Bureau of the Budget. Key capabilities include:
- Ability to adjust budget allocations according to the budget framework (draft stage)
- The planning division can adjust overall budget figures, enabling departments and internal units to revise budget plans, KPIs, work plans, and financial plans
- Prepare budget requests (Appropriations Act stage) and finalize plans in the last round
- Generate draft annual action plans and annual budget plans as .docx files
- Prepare budget requests using the Bureau of the Budget's official forms and export data as .xlsx files in the required format
Why NSM Chose a 3-Phase Approach
NSM adopted a phased ERP development strategy for four key reasons:
| Reason | Details |
|---|---|
| Risk Reduction | No need for a Big Bang rollout across the entire organization — if issues arise, they are contained within that phase |
| Incremental Build | Phase 1 established the foundation (Finance & Accounting), Phase 2 expanded (HR), and Phase 3 added capabilities (Budget Planning) |
| Staff Adaptation | With over 300 employees needing to learn the system, phasing gave each group sufficient time to adapt |
| Budget Allocation | Spread investment across 3 fiscal years instead of requiring one large upfront expenditure |
Summary
Successful ERP development does not require doing everything at once. NSM is a prime example of an organization that planned its ERP journey in well-defined phases — progressively building from finance to HR to budget planning — resulting in a comprehensive system without the disruption of a large-scale overhaul.
